Thank you for your letter of August 19 2009, a copy of which is enclosed. The following is my answer to your Question 3. The purpose of the OEIS Foundation is to own, maintain and collect funds to support the On-Line Encyclopedia of Integer Sequences (the OEIS). The On-Line Encyclopedia of Integer Sequences web site is free to all users and will continue to be free. In particular, AT&T has never received any money from the web site and will not do so in the future. For the past 13 years, the On-Line Encyclopedia of Integer Sequences has been hosted on my home page at AT&T Research Labs. AT&T has allowed this as a gesture of good will to the scientific community. In return, the AT&T logo has appeared at the top of the On-Line Encyclopedia of Integer Sequences web pages. This permitted use of my AT&T Research Labs home page at no cost represents the only "facilities" shared with AT&T Research Labs. I am now planning to move the On-Line Encyclopedia of Integer Sequences from the AT&T Research Labs web site to an independent web hosting service, at the same time changing the format to a "Wiki" version. The EIS Wiki will be owned and maintained by the OEIS Foundation. The AT&T logo will not appear on the Wiki version. The legal and financial status of the OEIS Wiki will be modeled on that of the well-known "Wikipedia": just as the Wikipedia is owned and maintained by the non-profit Wikimedia Foundation, so the OEIS Wiki will owned and maintained by the OEIS Foundation. My colleagues David Applegate and David Johnson at AT&T Research Labs have been involved with maintaining the OEIS web site while it was hosted at AT&T, and they will continue to do so during and after the transition to the new ownership and Wiki format. They are acting on a voluntary basis, and they will not be paid by the OEIS Foundation. The funds raised by the OEIS Foundation will be used to cover the costs of web hosting, software, publicity, and possibly systems and editorial support. None of the trustees of the OEIS Foundation will be paid. Once the transition to the OEIS Wiki format is completed, the only relationship between AT&T and the OEIS Foundation is that AT&T will continue to allow us to volunteer our time to maintain the Wiki. In fact, one of the reasons for setting up the OEIS Foundation and the OEIS Wiki is to reduce the time that I spend maintaining the OEIS. I have been doing this since about 1965 (when I was in graduate school), and that is almost enough. We have assembled a group of some 50 associate editors from all around the world who - always on a volunteer basis - will maintain the OEIS Wiki and monitor its pages. Of course, one of the goals of the OEIS Foundation is to raise funds to support the On-Line Encyclopedia of Integer Sequences Wiki, and we hope that AT&T along with other corporations will contribute to this cause.
